Anthony "Tony" Turner, PFD Retired
Board Chair Tony Turner is a retired safety and emergency management professional with extensive experience in hazardous materials management, disaster response, fire safety, and emergency medical services. He brings a calm, practical perspective to board leadership and serves with a commitment to integrity, preparedness, and community care. Tony is also the spouse of CHC’s founder and executive director. |
Dr. Ouida Powe
Board Secretary Ouida Powe is an educator and student-success leader whose career was inspired by the transformative impact of a school counselor. She has served as a high school counselor, college advisor, admissions officer, scholarship program coordinator, and instructor, and is deeply committed to expanding access, retention, and degree completion for first-generation and underrepresented students. |
Valerie Gregory
Founding Board Member Valerie Gregory is a retired Associate Dean of Admission at the University of Virginia with a distinguished career in education and student development. She also served as an elementary school principal, bringing a lifelong commitment to education that spans K–12 and higher education, with deep insight into student success, family engagement, and systems of support. |

Pastor Alonzo Minor, Retired
Founding Board Member Alonzo Minor is a retired chaplain, pastor, and educator who has spent decades walking alongside individuals during incarceration and reentry. Formerly a chaplain at Albemarle-Charlottesville Regional Jail and a longtime physical education teacher, he brings deep pastoral wisdom, steady presence, and a lifelong commitment to care, mentorship, and community. |
Joseph Turner, MA, CPC, NCC
Founding Board Member Joseph Turner brings over 30 years of experience as a preventive health care specialist, educator, and coach focused on strengthening individuals and families. His work includes facilitating workshops, retreats, and coaching for men, women, couples, and families - both in the community and within incarcerated settings - grounded in a holistic approach to health and healing. |
